If she/he is currently enrolled in ESL program, it is easier than second or third year transfer because the undergraduate education has not even been literally started. She/he definitely needs to provide the admission office her application form, high school transcript and SAT/ACT scores. It's really hard to comment on how they admit students. My opinion is SAT/ACT scores are not that crucial, but the personal statement(applying essay) is very essential.
