There's not a single answer to your question. But i suggest you search apt on the real estate website and find the apt on google map. Personally I think northern Urbana, between Illinois St. and University St., east of Harvey st. is a pretty good area.
Champaign-Urbana has pretty good bus system to get around. So even if you don't plan on buying a car, it's not hard to get around.
