要买车，车主说still owe on that car,能买不？

邮件上说：
Do you bank locally?  I should tell you that I do still owe on the car, so I
would not be able to sign over the title to you straight away, and we would
have to work something out with that situation.  Just wanted to make sure
you are comfortable with a situation like that.

能不能买?
