小女子短期内需要在IL州内开车，自己只有中国驾照。周围不少开车朋友都说拿中国驾照开没事，小女子特意查了2013年伊利诺伊州的rules of road，有以下关于驾照的说明。
Exemptions
You may drive in Illinois without a valid Illinois driver’s license under the following circumstances:
1. If you have permanently moved to Illinois from another state or country, your non-Illinois driver’s license is valid for 90 days. You must obtain an Illinois license within that 90-day period or when the driver’s license expires, whichever comes first.
3. If you are an out-of-state student attending an Illinois college/university, you, your spouse and children may drive with a valid license from your home state or country.
小女子到UI已经一年多，所以90天的规定肯定不符合，但是应该符合第三条规定。
本人是UI学生，请问各位懂车懂交规的朋友，我是不是不需要考美国驾照，也能在州内开车？
还有如果借朋友的车开，平时需要带哪些证件？
